Tracy Doaks

As president and CEO of MCNC, Tracy Doaks leads the state’s nonprofit internet provider in strengthening North Carolina’s digital future. Under her leadership, MCNC delivers high-performance internet, cybersecurity, and technology services that keep communities connected and moving forward.

A seasoned IT leader, Tracy has shaped technology strategy at the highest levels of state government. As state chief information officer and secretary for the N.C. Department of Information Technology, and previously as chief deputy state CIO, she led strategic planning, IT procurement, cybersecurity, broadband infrastructure, and the N.C. 911 Board. Her public sector experience also includes serving as assistant secretary of IT and CIO for the North Carolina Department of Revenue. She has also led large-scale infrastructure delivery and built deep healthcare technology expertise through roles at Duke Health and Blue Cross Blue Shield of NC.

Recognized for her impact across North Carolina’s technology landscape, Tracy is a recipient of the NC Tech Public CIO Award, the Triangle Business Journal’s Corporate Leadership Award, and multiple distinguished alumni honors from NC State University. She remains an active leader across statewide and national technology initiatives and serves on numerous boards and advisory groups.
